Let Blizzard make a mode that is based entirely on the lore of the game, separate from the standard one where the character stats change. This will be a stable mode that never changes, which can be made either temporary or permanent, just like the random heroes mode. Some of the characters’ abilities can be changed to make the mode feel even more fresh. Thoughts?
I think what you’re describing is the now defunct promise of overwatch PVE story missions. Lore, character development, changing abilities, everything you’ve said is unfortunately never going to happen because the ow team decided that it wasn’t important enough as the sub par battle passes, game modes, expensive skins, and rushed patches.

So basically you’re asking for Archives event with the pve ability change system. As far as I know and what I’ve seen, we won’t get anything like this at all. They’ve totally given up on anything that isn’t monetizable. Don’t get your hopes up. But I do agree we need to have more modes or cinematics or comics and whatnot that gives us lore. We barely have any lore for half the established characters from the release of overwatch 1, then barely anything for the heroes added over time and then heroes from overwatch 2. They have so much time to cover that goes up to “present day” in overwatch 2 (whatever that is, im assuming any date around the released story missions we did get)

The strength of each character will depend on the lore of the game, but at the same time there will be nothing plot-related here. Just the balance of characters that is based on the lore of the game. As for abilities, I meant that most of the characters were somehow changed specifically, giving new or changing existing abilities.
I’ve been saying for a long time that they should have a lore based PVP mode. So I fully support this idea
