Will they only be available from battlepass and weekly challenges? Its kinda what got me back into the game, would love to see them be rewarded for every level up like in ow1. That way I have a reason to play, now its just kinda meh 
Anything’s possible, but I wouldn’t bank on the system changing from what it is right now.
Already the loot boxes are super generous considering just last year we had heroes locked in the battle pass, they still need people to spend money. I ended overwatch 1 with 1500 loot boxes, if anything they should make them purchasable with credits but more or less the current system is more than a fair compromise for blizz and the players

No that would be too much. We got a cash shop for that.
Credits would be worth something then. I wish this too
