The loot is determined when you get the lootbox and locked in and NOT when you open it.
The system has a higher chance of not giving you duplicates on average.
(This was added in a while back) This means, the more stuff you have unlocked in the game overall, the higher the chance you have of getting something you DON’T have. This includes legendary items. If you have ALL legendary items unlocked. Your chances of getting legendary event items are much higher than everyone else who has a lot of stuff locked still.
(NOTE: The base chance of getting a legendary from a lootbox is still the same. But when you DO get a legendary, the game will favor giving you something you dont have vs a duplicate.)
I myself am living proof of this along with many other long term players. Every Event, I just get lootboxes and unlock all of the new stuff without ever spending gold. There are people running around with 100k - 300k gold without ever purchasing a lootbox from the store or buying anything with gold.
You cannot get items from other events. However, there was a time when blizzard allowed everyone to get ANY item from ALL events from the lootbox system. It was a temporary thing but there is a good chance this could be repeated eventually.
Gold is worthless when you have everything unlocked. We need more stuff to use gold on. This was eventually going to become a problem due to everyone complaining about getting duplicates constantly and not getting event stuff. Thus, why they made that change. But now its too easy to get everything from the new events without ever buying a lootbox from the store or spending gold.
Do not use your gold on unlocking event skins unless you really want to. Its better to spend the gold at the end of the event. During the event, farm loot-boxes and try to unlock the new stuff. This will save you a ton of gold.
What? The rate at which I get Legendaries and Epics is abysmal, I have unlocked all blues and grays. I miss a ton of Legendaries and Epics because I am simply not getting any.

The proof is in the pudding. I never spend gold. I always get every single new event thing from lootboxes. The game favors giving you stuff you DONT have vs duplicates.
Jeff did this on purpose due to the uproar a while back about everyone getting too many duplicates vs stuff they did not have.
Yea, thankfully Blizz decided to adopt the community’s stance that the Anniversary event should’ve been a celebration of all the events and what all happened over the year
I think that opening OWL cosmetics to gold purchases would be the right choice at this point. They could make them cost 5-10k each just so it would be almost solemnly a late-game grind and so that the cosmetics would still keep their rarity
The loot is determined when you buy/get the box not when you open it… if you already bought 50 loot boxes then they are regular loot boxes with no event loot in them
