Got the second legendary box from the Premium Battle Pass, and got a skin I had never seen before in my entire time playing the game, since the first day of Overwatch 1 beta: the C-455 Sharpshooter omnic skin for McCree.
At first I was floored. A legendary skin that’s not available from any other source for one of my top three heroes, and the one that I see others playing least often. Amazing.
But then I tried out the skin, and was reminded of the depressing truth about Overwatch.
The skin in question has no custom sound effects, the voice has no modulation overlay, so it just sounds like the regular human McCree speaking despite looking like a completely mechanical droid, and of course, there isn’t a single other custom thing about the skin besides the model (not visual effects, not quotes, nothing).
This is the case for the vast majority of “Legendary” skins, making them just as bad, and in some cases even worse than Epic rarity skins.
What’s the point of reintroducing lootboxes that provide access to more elusive skins, if every skin below Mythic rarity is just going to be a literal reskin, without any adjustments to the hero’s voice, lines or visual effects to match the concept of the skin?

The vast majority of legendary skins do not have any special sound effects or voice lines. Usually the only ones that do are collab skins and ones that are used for event modes, with only a few exceptions (e.g. cardboard rein, ducky zen)

That’s not a change from OW1, it’s always been this way. Although, they did add a bunch of unique ult lines to various old skins on the latest patch and periodically do that sort of thing.
All skins will have more value with Stadium though since third person.

As SnowManMan11 mentioned, older skins did not have those sweet sound SFX’s associated with them. Also, Ive never heard of that skin! Must be extra rare. 
That omnic McCree skin is from the Invasion Ultimate bundle.

It’s unusable because of the inconsistency between the visual presentation of the skin and the voice of the character.
League of Legends, the game that pioneered cosmetic skin microtransactions 15 years ago, had such basic differences between skins from the beginning, as soon as they advanced past the basic recolor tier of skins, because Riot understood how ridiculous it is to substantially alter a character’s visual concept without altering their other traits (voice, lines, visual effects, animations, etc.).
In 2025 having the second-from-top tier of skins be nothing more than visual reskins, including skins that completely change the concept of characters under that tier, and failing to adjust the voice and lines for said characters as part of those skins, which is the bare minimum – that’s the “clown shoes”, as you put it.

They’re not going to modify hundreds of legendaries at this point. It’s not happening.
Next season you’ll get Stadium, you can play in third person and take a closer look at all those skins that don’t have matching voices.
Mate, we all know it would be better if the voice sounded robotic but “unusable” is insane.

Its been like this since OW1, some legendary skins have unique voicelines and some dont.
It does suck as it give much more value to certain skins, but its also not an issue like common now.
And even some OW2 legendaries get new voicelines and some dont. At the top of my head, Junker Sym does but her Witch skin doesnt have anything new (which sucks but whatever)

I don’t think the voice modulation happened 'til OW2, but that’s about it.
I think that is a season 6 battlepass or shop skin.
No, you’re right. I believe I have forgotten the somewhat-subtle details of the old OW1 Legendary skins…
Another thing I really like about the legendary status of skins in rivals, is that most (if not all) of them are changing lines and animations. OW really needs to up their game. The skins look nice (even tho you cant see them in game), but the rest is copy paste. Mythics are better, but some of the mythics feel just like what legendary skins should be…
Epics are also just recolors with a hat or so.
I don’t even use most mythic skins ir don’t play the hero I got it for (when they where set, like genji)
Tracer and Kiriko both have the mythics and they aren’t even 2nd on my list of favourite skins. I’d rather use Legendary skins.
only thing I was really dissapointed with ow2 was that I somehow thought they update all ow1 skins to ow2 quality…
its even worse in wow where you have amazing old items that look like a Pixel mess next to the new textures on armour.
The old skins look kinda rough compared to the new ones. But I still like them.
