Its so short and end that its hard to tell what happend there.
I like to take this example:
You run around 200hp.
Lucio’s shot (only 1) gets close to you.
Widow hits you for 190dmg 0.2sec before lucio’s shot hits you.
You think lucio one shottet you. But he didn’t.
I’d like the last hits view from hots. 
We can’t say anything there…
Except maybe check the comps, positions etc.
Maybe watch it in slow mo and see if you find any other dmg source.

Just an example.
In hots you would then be able to see, widow did 99% and lucio the last 1% of dmg.
In ow, you only know who did the last dmg droping you to 0.

its not a bug he just has 200 ping, and probably a lag spike
