When opening the scoreboard the fps drops for about 2 seconds and then goes back to normal. The drops can vary from ~10 to ~60 fps. The drop worsens as more player portaits in the scoreboard are with the “On Fire” effect.
Detailed information about what I’ve tried:

-Defragmenting/checking for issues with the HDD
-Scanning the RAM
-Setting Overwatch.exe to High Priority
-Changing each graphics setting individually
-Changing each NVIDIA Control Panel setting individually
-Using different display options
-Reinstalling the game (every single game file was removed)
-Reinstalling the graphics drivers using DDU
-Running network tests (from the guides/threads listed in support ticket)
-Using different power plans
-Disabling Windows Optimization and trying out each program compatibility setting
-Updating chipset drivers
-Disabling all audio enhancements (Dolby, all other enhancements outside the game)
-Disabling most processes that start up with Windows and seeing if each one causes the issue
-Having the game run without the Battlenet launcher
-Having the game run without the Geforce Experience overlay (for sharing/recording/streaming)
-Looking glass test
EDIT: Possible solution: Game DVR and other XBOX recording features that are available with Windows 10.
Although the framerate still drops a bit, the support team says this is normal as action happens on the map.
(Even on an empty map this issue happens when opening the scoreboard, alone in a custom game, but it might be in the margin of fps variability. In extreme cases fps drops ~50 frames)
Even though it could very well be in the margin of fps variability it seems to worsen when having to render the On Fire animated flame texture. That could be the origin of the issue.
Having to render a single texture shouldn’t be demanding at all though. I’ll keep testing. Thanks to the amazing support team once again.
