Large FPS drops some days for unknown reason

Hello,

Normally my game runs at 240 fps only dropping to 160-180 during heavy fights, but some days it will suddenly drop down to approx. 60 fps with large stutters and frame drops. This will happen more during fights but also outside of fights, seemingly stuck at the extremely stuttery 40-60 fps until it shoots back up to 180. If I open task manager during these slow downs I can’t catch anything other than Overwatch taking up system resources. It doesn’t happen every time I play, but about 2 days a week it will be unplayable even after restarting the computer. I have tried everything I can think of and haven’t been able to find a solution, even though my PC should be able to easily run overwatch. These problems started about 4-6 months ago.

I would post the DXDiag files but the link with instructions is broken

I have a Razer Blade 14 laptop with a 5900hx, 16gb of ram, and a 3070 laptop gpu. I am plugged into an external 1440p display through the hdmi port and the laptop display is disabled. I am on 1440p all lowest settings. I have the latest AMD and Nvidia drivers and the newest Razer bios. I have removed the heatsink and cleaned and applied new thermal paste on the cpu and gpu but it did not help with the problems. The only programs I have in the background are discord, wallpaper engine, microsoft defender, onedrive, logitech g-hub, and the razer cortex/synapse software.

Any help/advice would be greatly appreciated!

I have had this issue for since ow2… some games my fps will be stuck at 140-120 even tho my tmp are low 40c…

Its something blizzard is doing server side to limit frames to hide the wonky netcode adjusting peoples location in relation to yours aka eomm… welcome to the world of competitive.

Guess what happened today… had a game where tracking felt so off and magically my fps were flying from 120-190 when I normally get 250+ and a dip to maybe 200… eomm is strong and IM pretty sure the population is faltering hard at the gold and above level.
