I moved your post since you aren’t using Spectrum. It looks like you are getting packet loss starting here:

37.41.176.1 - 6 | 90 | 85 | 3 | 5 | 20 | 4 |

This looks like it’s happening between the modem and ISP, which may indicate some kind of hardware problem. I would suggest contacting your ISP to have them investigate. In the mean time, try testing another network like a mobile hotspot to compare the difference.
