Inari is a goddess and is benevolent having her foxes be of pure white that wear a red bandanna to symbolize them. yokai are usually demons or spirits with evil intentions. Kiriko said she uses the fox spirit based upon the shrine of Inari yet has a 9 tailed fox symbol on her which is relevant to that of a kitsune the yokai one. Inari’s foxes were told to be separate from yokai foxes, as they guide humans and protect them instead of hurting or playing tricks on them. kiriko being the leader of a team called yokai including her spray having the title and her voiceline saying she has a few tricks about doesn’t add up lore wise if she is following the religion of Inari.

Well she’s not a priest or a religious zealot. Her character is meant to be one that mixes tradition with modern. So while she’s traditionally represented by Inari’s fox, she uses a yokai-related fox symbol as a member of her gang. There are yin and Yang themes with her, just not as overtly as with Zen and Moira.
