Juno stadium second nerf seems good

Edit: Thanks for the CD hotfix for the blink. Should be still strong, but require some thinking.
In the recent patch, Juno received a small nerf to one of the powers: hyper healer overhealth reduced from 100 to 75. However, this was not the main broken part of her build.
The real problem was due to rare Ironclad Exhaust Ports stacking to 100 - Juno can easily keep the stacks with blinks before any fight. Compare this to a new epic item that only provides 75 overhealth.
The proper fix should address this issue. For example a limit of 50 on the overhealth would be a reasonable nerf.

The item is used by multiple players, and not specifically towards Juno.

While it might be unbalancing for Juno, herself, other heroes it might not be. For example, Freja is frequently using to survive a lot of 1v1 fights; and Junkrat finds it useful for a few of his builds.

They may have to direct adjust this item’s power in the future, but for now, they are targeting Juno, because she seems to be benefiting the most from it.

They should have nerfed Juno’s Blink Boosts power instead then.

Well, the item still works better than a comparable epic item for those cases. Seems like a good reason to adjust.

You overlook her indirect nerf.
Aerial Distresser: 10000 → 9000.
Three-Tap Tommy Gun: 9500 → 10500.

yes, however it’s still minimal - the build has great survivability due to ironclad stacking (which was a “bugfix” at the start of season 17 - it was not stacking before - seems like a rushed fix without understanding the consequences). And this survivability is enough to make it broken even if 3-tap, mark are removed from the game.
