The hitbox change absolutely destroyed him as a hero. Nobody of the top Junkrat mains even plays him anymore because of this (Prolikechro and Pvptwitch).
People wanted a nerf to his ultimate and Blizzard went ahead and nerfed the only thing he was already extremely bad at; consistency. They want Junkrat players to “aim better”. They also conveniently forget that Junkrat already was the worst consistent hero before the nerf and then they went ahead and made him even worse. His grenades literally clip right through people.
He needs major buffs right now. He is only good at lower ranks where people don’t know how to strafe. As soon as you face a player that has bound A and D you can literally not do anything. He is also extremely hardcountered against Zarya and any long range hero like Hanzo, Widow and other hitscan heroes.
Junkrat needs major help. He is below F-tier.

Wasn’t the ult nerf something like 13 – > 12 m/s? That seems like a pretty reasonable, minor change.

Nah, Junkrat is bad; however, Sombra, McCree, Tracer, Soldier, Reaper, Bastion, Hanzo, and Widow are doing worse across the board. McCree and Sombra are doing worse at GM. From a pure perception point of view, for instance, removing top tier (tournament) play from the equation, he is realistically below Reaper, Bastion, and Soldier.
No matter what angle, he is never the worst, however.

Bastion, Reaper, and Sym are all worse imo.
Junk is definitely way worse than he used to be in a bunch of situations but he is still insane with certain comps. The above heroes struggle in comps that are tailor made for them these days.
So he’s definitely in the lower half, but he’s still super good in certain defensive compositions.

He’s bad at high tiers but pretty solid in low tiers
How would you propose to buff him such that he’s viable at higher tiers without being overbearing at low tiers?

He isn’t the worst, but he’s pretty bad as is because they nerfed the wrong things. Only thing I can think of using him is for burst damage and a chance (higher ranks see/hear the tire coming more often than not) to wipe multiple enemies. Not sure if he’ll get a ride on the buff train like his buddy Hog did, but he’ll need it.

Saying Sombra is bad OMEGALUL. Sombra is so strong in Masters and above it’s ridiculous. McCree, Tracer, Hanzo and Widowmaker are doing great just look at Overbuff Grandmaster stats since that’s what you mentioned. Junkrat right now is no where in competition with them. I play in Masters and choosing Junkrat against a Doom, Widow, Hanzo, McCree, Sombra any of these heroes is currently a throw pick. Junkrat is in a horrible place with under a .40 pickrate in GM. None of the heroes you listed besides Soldier, Bastion and Reaper are doing bad in the higher ranks.

Riptire is already a very frustrating ultimate, the nerf was justified.
Revert the nades and work from there.

I was just listing off the stats in the order they are listed. I never said Sombra was bad. I was just humoring the perspective. My opinion is that she will always be viable as a counter meta character because of hack.
I don’t think we should confuse him being underpowered with the fact that the meta just SUCKS for junkrat right now. This meta, he just FEEDS Zarya easy charge for her to dominate with, and widow is rampant and makes it probably the WORST matchup for a junkrat too. Although that being said, there are some things about him that should be cleaned up. But he’s in no way the worst hero in the roster.
Um, excuse me? Sombra is the most popular DPS in world cup. They either run full GOATS, throw her in a support or tank spot, or run dive with her and Doomfist. She’s fine.
