They have too many weeb references for it not to be.
Honestly it probably is. Overwatch puts a ton of references from different pop culture media. Moira’s dance is almost the same as the cyborg goth rave. I saw a video many years ago pointing out different pop culture media easter eggs. Its actually pretty cool.
i thought of the jojo ref when i saw it too. i wish rein had a “OH NO!!!” or “OH MY GOD!” voice line.
One more thing:
In the english dub, Jotaro is voiced by Matt Mercer, who also voices Mcree.
Jotaro says something like: “If this were a Western, the hero would say 'It’s high noon.”
And Mcree says exactly that.
