I support this too. I’ve always wanted your own performance to impact how matchmaking will treat you later on.
However, the system that estimates how good you did should be sophisticated for, for example, knowing when is someone merely prioritizing damage over good play, and that would be too sophisticated probably, but I’m optimistic.
Just to get this clear, your point is that we shouldn’t disincentive people who smurf manually because some smurfs break the TOS twice instead of once?
They’d still buy more accounts if they were cheaper. Wouldn’t they?
My solution would just be hwid bans for people when you know for a fact theyre smurfing. If they get placed into plat for the first placement on that account, that fine, but if theyre clearly throwing to get a lower rank, they should never be able to play the game again.

Several reasons:
Buying accs for boosting and selling will be far more time consuming and these accs will be sold for a much higher price
Less smurfs in general, less people who don’t give a flying flamingo
The threat of ban is far more severe
Might be true, but it’s not like they don’t have enough sales poor them.
Maybe they should start selling skins.
I myself have purchased boxes quite a few times, and I’m sure many others did. They should find a way to make money other than selling new accounts if that was the problem.

It’s not supported, because that would be too blatant, but it’s allowed. Otherwise they’d let you have a few overwatch accounts under your bnet like wow accounts.

I’d be ok with a level requirement of 40.

Tech support has stated in a post that you should not open two instances of overwatch on the same PC. And let’s assume you could, that’s not “supported”. If it was supported it would be like wow, you choose which wow account(s) you want to run from the same session of bnet. That’s what “supported” is like.

It’s played a lot more competitively on PC, if I may assume. On PC it’s a lot more frustrating to have smurf(s) effect run in your match and in your matchmaking. I don’t think they care much about consoles, but they should, there’s probably a similar workaround for consoles
I just consider rampant smurfing as part of the console experience, for better or worse.

According to the TOS, you can have up to three accounts per user. Those are not smurf accounts by definition, just alts.
Buying someone else’s account is against the TOS. That’s clearly written there.
Manipulating MMR is against Overwatch EULA. Manipulating your own MMR is what makes an alt account a smurf account.
The idea behind more restrictions to play comp is making it harder to manipulate MMR, so that even if Blizzard don’t detect you doing so, it become a bigger chore.
Saying people would just buy an account to bypass that chore means they are going against the rules twice, so doubling their chance to get caught and banned. Surely some will still consider this price cheap and not care, but some will not risk it.
Goal is minimize smurfs, not end them all at once. Purging smurf accounts is an endless battle for as long as Blizzard want to keep the servers running.
