Sometimes I noticed that when I start up the game Cpu usage for the first minute or so is extreamly high like 80-100% and it couses frame drops and stutter but after about a minute it comes down a lot.Next I noticed sometimes in my matches I have lower then expected framerates(or it just lowers from like 140 to 90,still shows 3 dots in the fps counter).When I check the task manager I see Cpu 2 threads that are almost 0% usage and Gpu is not at 100% which it should be if I was getting higher framerates.
PC specs:
Ryzen 5 2600 oc at 4Gz(temps always under 70 c)
16GB 3200 Mhz ram
GTX 1660 Ti oc 2100Mhz core and 7000 memory.(temps are always under 70 c)

Hmm this is odd indeed. It only takes 1 cpu core at 100% to bottle neck. This sounds like it could be core parking because it’s odd that any core would be at 0% during gameplay. CPUs will disable a core(s) to save electricity. This is known to cause hiccups and fps drops.
Disable core parking.
It also could be related to other cpu power saving options. Disable c-states in your bios (not sure if this is necessary because step 2) step 2) search for “edit power plan” in windows search, run it, click change advanced power plan settings, go to processor power mangement, & change minimum processor state to 100%. This will prevent your pc from underclocking your cpu to save electricity.
I think your problem most likely is core parking though.
Thank you for helping me.I did first 2 steps(minimum processor state was at 90% and I put it on 100 as you said,I disabled C-state in my bios),but can you explain how to disable core parking.I still have high cpu usage when opening the game but it seems it is lower by a bit.I will post a screenshot link of the task manager.

Press windows key + r, or alternatively just search for “run” then paste this and click ok
powercfg -attributes SUB_PROCESSOR CPMINCORES -ATTRIB_HIDE
go back to advanced edit power plan settings and under cpu where you changed minimum state from 90 there will now be a core parking option. Make sure it’s 100%
hmm this is really weird. idk why it’s using so much of your processor.
Can you confirm it’s overwatch.exe that’s using most of the processor by using task manager?
open my computer (this pc) and right click your hard drive and make sure “compress this drive to save space” is unchecked. Maybe the processor is decompressing the game which would put load on the cpu.
Thank you I used some unparkcpu software and it seems that lower frame rate is gone(2 threads not working and under 100% gpu usage) but still there is really high cpu usage on all cores firdt 1-2 min in game.
Look in the Processes tab of task manager. Is it overwatch that’s using the cpu for that 1-2 minutes or is it another process?
Atleast the fps drops are fixed which is a huge plus

Welp it really is overwatch. I figured it’d be anti-virus or something. I have no clue why it would be doing this.
Support would have to chime in to help you. Other than that you could try reinstalling it I guess.
Thank you.Disabling C-state in the bios and and unparking the cores lowed the amout of fps cuts but today it happend again.I will try to reach for the customer support and see what they can do.
