It certainly feels that way.
Widow is certainly the stronger sniper, idk about main counter though. That might depend on the situation. Sombra is pretty good against her from what I can tell.
D.Va is also a very strong counter to Ashe.

Well, ashe has a pretty big head hotbox size, so I guess yeah, widow is ashe counter.
When I’m playing DM, I struggle against Reaper. I don’t know if this is everyone’s experience or not. I have a hard time slowing down and aiming. I panic fire.
Widow usually gives me a good battle.
Struggle against reaper with ashe? Maybe use your coach gun to get to high ground or keep distence.
Heroes that I struggle against when I play Ashe are the typical dive ones. But she’s a sniper so that should be expected.

No, widow just soft counters every other ranged hero, Ashe included. Ashe is actually good vs her compared to say McCree or 76 who are just outclassed at range by widow too hard and require so much skill advantage to beat her. You have the ability to meet her on high ground at will and have a scope, unlike the other hitscans.
Her actual counters are the usual hitscan killers: Dva, Genji, Tracer, Hammond, Winston.
I do feel that hanzo is very effective against widow at mid and close range, sometimes even long range. The sonic arrow does give hanzo an advantage, and widow cant doge arrow while scoped in. The large projetile hitbox from arrow also helps. Especially when widow is behiend a cover, and hanzo put a sonic arrow on that corner.
equal skill at long range, widow always wins.
