I like to tilt my enemies and do a lot of BM’ing because I find it fun and and tilting your enemies is always an advantage for your team. I’ve seen people get reported for tea bagging but nothing’s actually happened to them. Is tea bagging actually something you can get reported for?
No, but people that takes it too seriously will report you
Technically no. However, the report system is automated and therefore you can be report or report for any given reason as long as enough reports come in, they will be suspended.
So, if you are concerned that too many of those babies are reporting you, lay off for a bit. Save it for the really susceptible ones. Otherwise, have at it.

Personally, I think it’s immature and corny but not something that should be reported. If combined with inflammatory language (as is sometimes the case), then that’s a different story.
Regarding the whole “getting into the enemy’s head” aspect of it, I’d suggest considering two things. The first being that there is in fact a person behind the hero you’re t-bagging. Doing something with the specific intent of irritating and angering another person is pretty scummy IMO, regardless of whether it’s “just for fun” or whatever else. Secondly, that same person might end up on your team in your next game. I’d rather have a team that is working together and having fun than one that is divided because of something silly like t-bagging.
I mean it’s their fault if they get mad at something so minor like that. I’m just having my fun. And I’ve never had a teammate who I’ve played against who got pitty and decided to be divided from the team because of that. We just laugh it off most of the time because we both recognize that it’s just a game and it doesn’t matter. So that’s not something that would make sense to me.

Then why do pro players and coachers encourage the behavior? You even see this type of behavior in OWL and Overwatch World Cup and nothing happens to those players. So I don’t see how it is.

Technically it is unsporting behavior so that makes it reportable, but considering that Blizzard added a spray that references tea bagging I don’t think it should be reportable.
