I play this game quite a bit and I have to say I very rarely get defeated by a pharah main, unless our Mercy freaks out after getting killed once and throws on bastion.
I feel people get a bit melodramatic about what is in actual fact a pretty trash hero.

She is, if either no one is using hitscan or cannot aim well.
On Console as Pharmercy oh yes she is broken but a solo Pharah isnt so hard to kill when u have a good hitscan

Many of the complaints are coming from console, where Pharah is the 2nd most picked DPS in Master/GM after Hanzo (PSN). Even with aim assist, she can be tricky to get rid of, and if she has a Mercy pocketing her, it can be a nightmare.
Also, managing her fuel economy is dead simple on console (Iâm not sure if itâs harder on PC?).

Hello there,
Pharah can be hard to play against or easy depends on the enemy comp and your comp i have found out.
She is fairly easy to shoot, as a main hitscan i have no big problems getting her down, sometimes mercy can be annoying since the heal is quite decent and Pharah will focus you since you are shooting at her. With a nice barrier to hide behind this is no issue tho.
On the other had, playing against a dive comp with a phara floating over you can become hell fast since you canât look up to shoot her unless you get rid of that genji and winston on you. In that case, find a sheltered area and ignore her until she flies down where its much easier to shoot her.
Overall Pharah is strong, her damage is good you just need to organize your team properly to counter her, issue is she is good at disorganizing it since everyone will either look up and the enemy team will rush or ignore her and let her do her damage.
Just get a good hitscan and a rein or ori to cover for you and its all good, i personally love shooting them out of the sky on Ana, 3 hits and poof back to healing

Pharah herself is not hard to shoot down. She becomes infinitely more difficult to deal with if your team canât create space.
If your team canât handle the 5 teammates baring down on you it becomes near impossible to keep your eyes off the ground without getting picked off.
I feel that in QP itâs common to see a team rage at a Mcree or Soldier for not shooting down the Phara but all I see is their entire team getting rolled to the point the hit scans canât even look up without getting killed.
Phara becomes the most visible excuse to brush off all the other mistakes your team is making againsât the Rein, Zen, Mei, ext. Because half the roster may not be able to deal with her sheâs easy to scapegoat for your lose and by an extension the dps in your team that had a shoot at dealing with her.

Pharah isnât hard to kill whether or not she has a Mercy permanently attached to her. Her hitbox is massive and she moves slowly if she isnât conc blasting. Even with that she needs her team to pressure enemy hitscans or she canât take position.
Sheâs only really an issue on console I guess, but precision aiming on a controller is a foolâs errand. 
This I can definitely agree with. Pharah is not hard to shoot down, but I need space as she would often focus on me to disorient my aim, and peeking will not help due to the explosion damage. If she ignores me, sheâs easily shot down, but when you have to go through a choke, it can be troublesome.
There are some pretty good fools out thereâŚâŚ.
With no heals any regular dps can take her down. Combine with Mercy thoughâŚthen it is difficult.
Phara herself (by herself) is not as op as most believe.
As a solider alone, I could say I would kill her with a 75-80% guaranteed, if not 90%. Phara could out maneuver me, or get me when I wasnât paying attention.
Pharaâs real problem comes from when she has mercy glued to her butt. She is nearly un-killable. Besides having 3 people on your team switch to a counter of her. Mercy will heal through most damage Phara takes. Then give her large damage boost to her already huge damage rockets. Splash alone can kill, let alone direct hits. Itâs easy to direct hit a tank. Her number one targets.
If I can surprise her with Soldier sheâs dead as heck.
Otherwise you need a competent Widow and/or Zen+hitscan(s).
Iâve only PC experience. She can be a menace if her team creates a lot of space for her, also a menace when she is sneaky and surprise buttsecks ults your backline.
that depends largely on the hero pool of the player and the rank
in say silver, ppl cant aim at all. so a hero with splash dmg is already good. then she flys in the air which puts her at angles that these cant aim ppl. REALLY cant hit
but if you were in plat and mained hitscan herosâ pharah is easy too kill. by then generally hitscans can kill her atleast most of the time.
majority of the âpharah is opâ complaints come from console or from low rank/ non hitscan players
plat has far more projectile players then it does mccree/widows (who counter her the most)
its the forums, where people come to complain about things and thinly veil it as âfeedbackâ
but yes, for a lot of people it is extremely hard. usually you can gun down your run of the mill pharah with soldier 76 but against one that knows how to play hide and seek his damage is just too pitiful and you will have to play mccree/widow to burst her down fast enough.
but i mean, once again, we are talking about people who will swap to bastion faster than they will even try to attempt to shoot the enemy teamâs bastion. brigitte was literally created because they couldnât shoot genji or tracer; they canât aim.
but some players who i actually sympathize with are console players and the camera movement is so slow i totally understand how frustrating it is to have to deal with that.
The problem is pharahmercy but the main problem Exist on high ranks on console where the strayegy is focus the anti air enemy and let us pharahmercy play alone on the air.
On high ranks console, the pharhmercy players dont play like suicide guys and fly higher on the air.
I actually find her the easiest hero to pressure as a hitscan. I have put a fair amount of hours on her and if you donât abuse corners and odd angles then itâs easy to track her.
I can fairly easily shoot her down with Zen from medium range if she isnât focusing me. Same with 76.
Pharah without a Mercy is basically a throw pick. If she has a Mercy with her, the only real viable counter is to just headshot her with Widowmaker. Soldierâs sustain damage just doesnât cut it. McCree is better than soldier with the recent falloff buffs, but heâs basically just a worse Widowmaker.

mccree/widow do it better if being focused. there are various heroes who can take her down at certain ranges.
but widow is the single best counter because she has no fall off and can basically spawn camp pharah on some maps because of this.
soldier has a harder time soley because hes not as bursty. but he can still do itâŚjust nots well as some heroes. (even hanzo is better then him atm. then again hanzo is better then everyone atm)
