Firstly she was kept locked inside a cryo-chamber for 9 years. All of her colleagues died. She miraculously escapes, messes around with dubious tech and devises a way to entomb herself within a solid block of ice. She does this repeatedly, often while being shot in the head.
How is she not brain damaged?

She’s fine. There is nothing wrong with Mei.
Go. Try it yourself, freeze someone to the point that their health is super low. Then one punch them to death as they are frozen.

She IS brain damaged… she runs around freezing people solid, then impaling them in the head with spears of ice like the Night King with a childlike smile on her face. She’s the Pyro for Overwatch.

I think of Mei as the equivalent of the TF2 Pyro.
Where her world is all about happiness, exploration, and brutal murder.
