He gives a sense of agency because he allows more constant pressure / damage on enemies you can see.
A lot of tanks require you to be able to get pretty close to even consider doing decent damage- for whatever reason that can feel difficult at times to players, and it’ll start to feel like nothing is dying.
So “whatever, give me the tank that can start to deal damage no matter where I’m at”.
I don’t think mauga is a problem at all, but I understand why frustrated players will resort to him. Roadhog can often have the same appeal in similar situations.

I get why people don’t like Mauga, but also it’s totally a skill issue. If you don’t let him feed off of you as the tank, then dealing with him isn’t a big deal.
You don’t have to block his damage wholesale to succeed, just don’t let him shoot you constantly and try to stop his damage during cardiac overdrive however you can. It only lasts 3 seconds, so blocking, hiding, stunning, whatever you can do for the couple seconds will make dealing with him much easier.
