No… Masters is top 4% and GM is top 1%.

Yes, and no.
The system kind of enforces it, so it’s based on how many accounts there are.

Since you can create as many accounts as you want on Console, the lower ranks have a highly disproportionate amount of accounts that push everyone who’s above them even higher.

Imagine you only have 100 Console players.
1 is GM (top 1%)
2 are Masters (top 3%)
7 are Diamond (top 10%)

Now a lot of players create new accounts, so much that there are an additional 100 accounts in Bronze-Platinum.

You now have 200 Console players.
2 are GM (top 1%) : 1 was GM, the other was Masters and pushed up
4 are Masters (top 3%) : 1 was Masters, the other 3 were Diamonds and pushed up
14 are Diamond (top 10%) : 4 were Diamonds, the other 10 were Platinum and pushed up

This happens on PC too, but to a lesser extent since accounts aren’t free.

So Masters is top 3% among active accounts, but maybe only top 10% among unique players.
