Is Junker Queen considered a Villain?

Title.
We know that junkrat and roadhog are not nice people since they’re criminals.
But what about the Junker Queen and the entirety of Junkertown?

We know Junkertown was ruled by the king in the short and he was a scum, but what about now? Is the Junker Queen a nice person to her people or she’s still as scummy as the past king?
She obviously have a strong and barbaric personality, but i don’t understand if this is all an act or she actually is a villain.

shes not evil and shes not in direct opposition to overwatch

She isnt a villain. She is part of a chaotic faction that has no bearing on the overall plot, and wouldn’t oppose or work with Overwatch without the story directly trying to drag her into it. She could work with Overwach to destroy a Null Sector presence, and then immediately after work against them to try and kill Bastion.
