Is it possible to buy PS4 OW through blizzard store?

If I have a blizzard balance, but play on PS4, is it possible to buy OW through the blizz store for PS4? Or can it only be purchased on PS store?

No.
Purchasing Overwatch from either the Blizzard website or Battle net will get you the PC version of the game.
You have to use the PS4 store or buy a hard copy from your local game store for the PS4 to play on PS4.
