Depends on the team comp, the level of play, the map being favorable to Lucio, and the skill level of the Lucio player.
If you have all of those lined up correctly, Lucio is GREAT!
If you don’t have at least two of them, then he’s definitely suboptimal.
That don’t mean he is trash. He just has conditions that need to be met in order to shine.

Yeah he’s not actual garbage like Moira is, but it’s just that none of his good synergies are good in the game. Zarya is weak, Rein is weak, Mei is weak, Reaper is weak and so on
However if you’re below masters then playing Lucio with a Rein/Zarya tank lineup and Mei/Reaper/Cree/Soldier/Sombra and Bapo/Moira as your main healer is probably the best most consistent comp you can win matches with because it’s rather easy to speed boost and hug one player to death when they’re not going to instantly know how to play around you when you do that or possibly even after that

he’s pretty niche and only gotten more so recently but he still shines in certain comps to the point where I’ve had rein’s throw bc the supports wouldn’t swap lucio lol

Lúcio works best with brawly comps, which aren’t really the meta. In higher ranks it wouldn’t be good due to the meta, in lower ranks not good because it’s hard to get a Lúcio working in sync with their tanks. (Although if you get a good Rein/Lúcio pair in lower ranks it’s pretty much certain win)
He’s pretty bad, especially for the amount of skill he takes. But moiras definitely way worse. Garbage hero. Worst hero in the game. Serves 0 purpose.

Because then she’ll just become oppressive not just in high tiers but every tier which will make her get nerfed into the ground
But even if she doesn’t get nerfed the fact that in every tier she’ll be oppressive will just be too overwhelming for the community

Frankly speaking, the mindset of “nerfing to make someone else better” is such a backwards mindset. Several characters need buffs (like Moira or Brigitte), while others need nerfs (Like Bastion), but it should be because those characters actually need them, not because a single character would benefit from it.

Bastion needs nerfs? Umm what? He’s got the powerlevel of basically 60% of soldier 76 and arguably takes more skill
His reckon mode is legit laughable and sentry is a death sentence without proper coordination
I play bastion for memes and it’s literally like playing healing simulator and don’t get me started on the ult sure it has a high skill ceiling but just the basic stats of it are god awful

Yes, Bastion needs a massive damage nerf. He can easily delete anything, and has few counters, especially if he has a shield or a support keeping tabs on him. Especially on console.

AoE healing esp for tanks, and countering Genji. Done.
She’s a terrible genji counter tbh. Idk why ppl say she is. Her damage is way too low for it to be any threat to genji, and once fades gone you can easily dive her. When moira uses coal it’s literally a free kill for genji when he uses blade.
Other healers do AOE healing better. And healing is not that important these days.

Lucio as people think he’s supposed to be played (speed/healbot) is trash. If you aren’t hard pocketing a Rein then you are throwing if you play with the team.
Lucio becomes a little better (not good mind you, but better) if you play the ‘reddit Lucio’ style. Dance in the backline, select a target and bully them out of the fight. Try and get someone to peel for your target and then the name of the game is living long enough for your team to take the easy 5v4. Simple enough of a strat, and not as risky since Lucio has less downtime coming back from spawn.
There are a few problems with this playstyle, as is evident by the fact that although top Lucio players use this style 99% of the time, Lucio still isn’t dominant.

Peeling is insane right now. McCree, Hog, Sigma, Orisa, and Brig are all relatively good right now, and make the flanking extremely dangerous. One wrong move and you are getting stunlocked for an easy kill.

Most players on ladder have no coordination at all. They will watch as their Lucio draws the 1v2 away from the team fight and refuse to push the easy 5v4, thereby nullifying any value the Lucio created.

Stigma. People think Reddit Lucio’s are playing selfishly and just chasing kills. People also think that since Lucio is a healer that he should play behind the team and heal (despite Lucio having the worst healing in the game). This leads to an unwillingness to try and work with the Lucio’s slightly unconventional playstyle and LOTS of flaming.

Lucio is rarely lethal. One of the biggest flaws in the ‘Reddit Lucio’ playstyle is that it expects that the enemy team will react to a Lucio on one of their teammates. However, you can often times ignore the Lucio if he is unable to convincingly land multiple headshots in rapid succession, and take a quick 6v5 with the enemy team. This is essentially where Lucio needs buffs the most IMO. 5 more damage per bullet or 40 damage boop would do wonders for making Lucio a more convincing threat to the enemy backline.
