Hard to say, but I’d go with the following guidelines.
No, as long they are trying their best. Sometimes I’m impaired by having a stressful day at work and not being able to think of anything else and I play poorly. Lots of things can be impairing, but as long as they are doing their best, there is no grounds for a report. If they are just messing around and clearly throwing, they should be reported impaired or not.
70% of my matches were played while drunk. Id be banned 3 years ago if it was a case.
Being stressed from work is nowhere near as impairing as being drunk. For example, driving.

But okay, if that’s what we’re going with, where do we draw the line? One beer? Five beers? Do we need to start having breathalyzers before playing so we know if we’re violating or not?
Different things get impaired, it’s why texting while driving leads to casualties yet people make phone calls and have conversations all the time.
My games under stress and tilt are easily far worse than those while drunk. I even do better on certain characters drunk.

If they’re doing it in ranked, and they admit they’re drunk, and you lose, absolutely. They should stick to Quick Play or arcade if they wanna be drunk and have fun playing.
It’d technically count as being Gameplay Sabotage if you want to blame them for something. Since, they’re imposing disadvantage on your victory by admitting that being drunk/high makes their gameplay worse.
But, on another note, if it’s not competitive it really doesn’t matter. Quick Play is for fun/learning how to play a hero. Otherwise, go for it. Report them for Gameplay Sabotage in Competitive and Competitive only.

It’s not about drinking, it’s about admitting that your gameplay is impaired due to being too drunk/high.
