I would classify him as a Lawful Neutral. The world is not black and white.

Evil deeds, good spirit. From the voicelines, Talon’s members often invite him to join him, but he despises them. Yet he doesn’t understand why some Overwatch heroes (Ana, for example) have abandoned the art of assassination.
Hanzo is a wandering warrior who follows honor first, not an explicitly evil action. He honors the family tradition, but he doesn’t want the world to be destroyed, especially by a criminal association like Talon.
