Its not really that up in the air. It is fairly clear from these two interactions what transpired in the past.
Lucio’s father invents the Core-Tech.
Vishkar patents it.
Whether or not his father was working under Vishkar during his work on the core tech, we still know that Lucio’s dad created it, and Vishkar legally owned it.
I always thought he was dead, but that’s just my own speculation. We don’t know what happened to his father.
That being said, Echo is unrelated to Vishkar.

Actually this Body of Echo could have been designed by Symmetra or/and Vishkar
can’t say for sure yet,
But maybe Echo’s “consciousness”/“mind” Can transfer to different “Bodys”
So Mcree had her “mind” and some of technology in the train belonged to Vishkar.
Jeff talked this in an interview. Specifically, he talked about how Arnold Tsang put together pictures of Echo with various emblems on her head such as Athena’s logo or Vishkar’s. But she was completely unrelated to it, and he was just trying to fill in the literal whitespace on her.

Calling someone ‘dear’ is just really condescending to me and unnecessary. There is no ‘right’ answer. Just speculation.
I highly doubt Echo was designed by symmetra as based on the timeline she would have been very young. But I would think there is some link to Vishkar as her smooth curvy polished design is very characteristic of Vishkar tech (think of Sym’s turrets and tele) and her face has to be based on hard light technology… It may also be possible that Echo was a secret collaboration project at Oasis, seeing how advanced her form is.
