Interpolation Delay Spikes

Instead of making tons of support tickets I’m just going to post this here, hopefully we can come to a good solution, I’ve seen many similar situations go unanswered. Note I’m definitely not saying the support agents are looking in the wrong place, I just feel like they may be.
The issue began after the 1.30 patch, when I had latency problems the only issue was rubberbanding, and I’ve never had any frame issues running on the ultra setting (currently set to low to see if that actually was the issue; it wasn’t), I noticed each time things appeared to stop and skip around that the IND value spiked up. Thus far I’ve done everything recommended to me by both agents and the different network troubleshooting pages: Release/Renew IP, flush DNS, restart my modem and router, disabling all non-system services, closing all non-system applications, I’ve always used a wired connection, and lastly, what seems to cause the most disturbance with agents is updating my drivers.
I’ve gone through my computer manufacturers website and downloaded every recently-updated driver available, including my graphics driver which agents mentioned each time that it was 2 years out of date, yet my device manager tells me that the last update received was 8/2018. Since I assumed it was a network issue I updated my wireless drivers as well through Realtek’s website and noticed less spikes in games, but extreme spikes still occur at the start of games and in fights where a lot is going on. I’ve ran WinMTR tests, which I provided to the last agent and they said nothing about it even though another agent suggested I did and give it to them. The last agent suggested I get in contact with my manufacturer about them possibly blocking driver updates and check HWMonitor to see if my processor is overheating, upon checking I’m fairly certain it isn’t.
If I can get led to a straight answer (i.e. if it’s my device… my ISP…) I’d really appreciate it. Going to put the WinMTR test below (spacing before “com/net” since I can’t include links)

Your ISP line is responding pretty slowly to packets, which could be the cause of your IND spikes. It really shouldn’t be over like 150ms for the “worst” column, and ideally under 100.

Update on the issue. Thankfully I talked to an agent who looked over my WinMTR data as well as the looking glass data I provided and he had led me, as mentioned above, to my ISP. I talked to my ISP about the issue and they gave me three different sets of reasoning: 1. it’s my modem, 2. it’s my router (ruled out as I just tested), and 3. it’s the cord I’m using to make a wired connection (ruled out as I spoke with the tech rep). Both wireless, wired via router, and wired via modem produced the same spikes in games.

Not sure if the latter was mentioned by the GM, but all are on my ISP’s end. They’ve suggested taking my modem and swapping it for a new one, if that doesn’t work I’ll have to get back in contact with them and possibly have a tech. come out to take a look at the problem. Hopefully switching out my modem does the trick.
