It’s because of server limitations.
There was once a feature back in ow1 where you could essentially reallocate server memory by removing skins, removing certain maps or game mechanics to allow for example 6 players 12 bots in the game.
There’s also a reason that you see “server closed due to excessive workshop script use” or whatever it is. Its because the servers are only designed to handle so much because it helps keep more servers up.
Blizzard isn’t going to double each servers memory just for some 12v12 shenanigans on the workshop. Just not in their priority or within their budget.
I get that but literally, tf2 can have up to 32 players on their servers. Im sure overwatch can figure this out especially considering skins that are years old are almost double the price now. This is certainly possible it just needs to be addressed.
Official valve servers generally only support up to 24 players.
Community hosted servers however, which are completely out of valves control have the limitations of whats allowed in the game or what their own servers can handle. Im sure if blizzard allowed community hosted servers then people with nothing better to do would do 24 players or whatever.

It would take well over 50-75 characters before the server would lag and that’s on console
They could easily up it to 24 would absolutely no issues
