I want to say this might be an ISP issues since i recently moved and was pretty much left with using Comcast since my old ISP is not available at my new location. I recently upgraded all my networking devices to support Wifi 6 and Gb speeds. I currently use a CM700 Docsis 3.0 Modem and a Asus RT-AX86U connecting with Wifi, I also have port forwarding enabled through the game settings on the Router and using a 6-4Tunnle.
TLDR. Latency issues, suspect ISP look at the WinMTR below. Want opinion before I potentailly have to pay Comcast a service call fee.
I can add: I do have a brand new CM1000 sitting collecting dust, since when I initially provisioned it to work with 1Gigabit speeds, the IND spikes were insane 100-200 to the point that games and other services were unusable. I have since contacted Comcast and they have no answers as to why a brand new CM1000 DOCSIS 3.1 Gigabit modem certified to work on their network would cause this issue (Because it shouldn’t).
I reverted back to a smaller plan to use my CM700 and it limits the issue and is less severe but still present. I have tested this on Ethernet and Wifi and get the same results. I also have 2 Gaming PC’s that experience the same issues. Not only with Overwatch but with VOIP too. I run no VPN’s and have tried running a VPN to see if this resolves the IND issues and it doesn’t do anything.
The 20min WinMTR i ran might show something? Let me know if there is anything unusual of course. I know that occasionally spikes happen, but this has been an issue for sometime now, and on occasions the game is near unplayable and seen consistent 20 to 60IND spikes. (Better than 100-200 on the CM1000 of course)
I never had this issue with my old ISP and ALWAYS had a 20 IND which leads me to believe that its either congestion on one of the local nodes or the there maybe faulty wiring (Although a tech did run all new COAXIAL cable when installing and i did check the power levels of the CM700 and they are all in normal operating range.)
To add: I have tried Mudfish to no avail, and even Mudfish alerts me of high latency.
Mind you the Data center i connect to is not to far at all. Not that it matters, but ORD1 in fact so my hops technically shouldn’t be to long.
I even drove to the facility and knocked on the door and told them to stop messing up my comp matches.
Last part is just a joke. 
If it for sure is an ISP issue, I know for a fact Comcast isn’t going to own up to an issue on there already overloaded network, and if they do come out to investigate and find nothing wrong on my end (which may end up happening), that’s going to charge me which im almost thinking of doing, but rather not give them any more of my money.
