I know he’s not even probably the best tank because you can counterpick him. But he requires that you counterpick him to such a large degree.
It’s the same deal with Ball. But it’s alright they’re going to slowly phase out how effective CC is against tanks. Ana sleep has been losing its duration against tank ever since the start of OW2, hack is going to get nerfed, etc etc
They just want tanks to have no counterplay and are gradually phasing out counterplay to them

facing a high mobility hero and needs cc to counter is just fine.
counterpick is a thing when facing same or higher level matches, that’s why you can change in spawn room.
if cc is not required to kill a df, he made a lot of mistakes or just being a bad one.
From my perspective, pretending that skill is a consideration of Overwatch after season 9 is what is disingenuous. Do you want me to pretend to be surprised?
Atleast that would be fair compared to some heroes that already don’t take any skill.
