Or that her kit is just fitting better to the meta’s being created by high ranks and no matter how much you nerf her, as long as her kit is more useful to the meta she will remain in it. Y’know. That too I guess.
Only reason Lucio isn’t meta over her is because speed boost is pretty useless in comps that don’t need fast aggressive engages. Therefore a defensive healer with an aura to match his would naturally take his place.

I think they severely underestimated how effective her design is in a game like Overwatch. Everyone is always complaining 'cause they got OHK’d etc. they never stopped to think about how brawly this game really is.
I think they mean if/when the experimental changes make it to the core game.

low sustained heals that must be proc
three mercy beams that can crossmap and stack with inspire
and rally which is kinda OP and could use a duration nerf but is ultimately fine
At this point it’s only really one thing keeping her OP

False. Baptiste has been meta.
False. Sym was meta for 2 weeks.
Also, Brig, despite being a more fairly recent character, has been in so many different metas only Rein really is above her in terms of how many metas she has been in. Only time she hasn’t been in meta was the OrisaHog meta a few months before Role queue and the very early stages of DoubleBarrier.

Couldn’t this be argued for any hero though? For example orisa was OP but her kit wasn’t as oppressive without a sigma? Or moira isn’t OP as long as comps don’t need raw healing?
(Just kinda seems like characters are victims of their synergies)
