Why don’t they let us make custom games with these whenever we want?
I should be able to select which version I want in custom games and get to play with Sym 2.0 whenever I want to.
Clearly all these things are in some database somewhere so… would it not be possible for them to allow this?

Less hype for future Classic events
I think the two guys who were responsible for the workshop are long gone. So I would say thats why: no one wants to put time and effort into the workshop. It was a passion project of those two.
Although I just noticed, some things are just cobbled together. Like I think Bastion’s ult has him shooting the grenades he has in OW2, not what he had back then, so maybe they didn’t save everything?

Because thats not how programming works. Old code may be “saved” in a source repository somewhere, but that does mean its maintained and works. As the game and engine evolve, interfaces between all the code changes, and they dont go back and update everything they dont use anymore. It would be a ton of work.
OW Classic exists because they took the time to go back and update/port all the code to the new engine. It was not just them cherry picking abilities from a secret vault of existing abilities they already had and calling it a day.
On top of that, there are art assets that may no longer be compatible with the engine. They’ve almost certainly made massive changes to mesh formats, animation formats, material properties and rendering techniques, etc. Assuming they still have all these assets, they wont work by just dropping them in and calling it a day. Many assets likely needed ot be completely remade from scratch.
But it’s there now, they made it work with the current engine. You can play it right now.
I’m saying why not keep it playable by letting you select it in custom games?
I would certainly love that, but its also a very large commitment to promise to maintain all old abilities forever in the future, not to mention the potential work needed to expose it in the workshop (this may not be trivial).
Better question, why don’t we have OW1 as a game that we can play?
A straight up seperate game.
