just ran into a bastion using an exploit on the map hollywood that allowed him to get up on a roof in turret form behind the raising platform on first point. It was impossible to kill him from the front as shots would hit an invisible barrier

Anything and everything is reportable. If you don’t like something then report it under the most relevant category.
Exploiting & Using Exploits is reportable under the “Cheating” Report Category. And yes, it is bannable, especially if it is being used as an advantage.
Finding a new exploit while in a match is a grey area and should be reported with evidence to hacks@blizzard.com or in the technical forums.
