I really hope he is an actual, playable hero. His voice acting is so cool and he just seems really awesome. 
I hope the extent to which we “get” him isn’t just the reading of the short story, or his voice in the Black Market shop. 
And yes I am 100% snorting copium. I want him as a hero design so bad.
If he becomes playable, he should be a support hero with a money gun as his weapon.

let’s lower our expectations. Honestly for those who read the lore it is difficult to imagine this guy as a fighter (storm rising? he runs away. Masquerrade? he runs away.)
rather it is highly more likely to see something that we have already seen happen in the past, with Efi oladele (and in the end it was Orisa) or Mina Liao (and in the end it was Echo) or Jiayi (and in the end it was Juno). at this point… an italian hero who would manage talon’s business in italy and close knowledge of maximillien.
To be fair,it’s been years since Storm Rising,maybe ge got some aces up his sleeve now. Juno also has limited combat experience.

Unless I’m misremembering, he’s also one of the characters we’ve been outright told would not be a hero. He’s the type to sit in the background pulling the strings rather than actually take part in any sort of fight either directly or indirectly.
But hey, that was years ago and plans can change.
Nah, don’t get your hopes up about Blizzard. They don’t care about playable heroes; they’re focused on making money.

Here’s my Maximilien Concept:
He has a balance of 15 units and has to choose which units to buy to use up his balance. Troopers cheapest, Heavy and Assassin Expensive. Heavy so expensive that only one can be summoned. Troopers so cheap you can summon five. The others are in between. E.g. I want to summon 1 assassin and 2 troopers or 2 enforcers and 4 Troopers. Whenver a unit dies he gets his money back so he can either WAIT for all of them to die and form a new Talon unit comp or just keep bringing them back dropping down next to the units still alive. For balancing purposes, the units cannot be spawned next to teammates but only next to other units or your own spawn.
Only thing left to complete this concept is unit pricing.
Balance = 15 units
Trooper: 2 units
Enforcer: 3 units
Sniper: 4 units
Assassin: 8 units
Heavy Assault: 10 units
And simply make his ultimate double his balance for x amount of time.
So I could go
(Heavy Assault x 1, Troopers x 2)
(Assassin x 1, Enforcers x 2)
(Troopers x 4, Enforcer x 1, Sniper x 1) etc in normal situations or
(Troopers x15)
(Heavy Assault x2)
(Assassin x2, Enforcer x4) etc in ultimate situations
Bastion’s Reinforcement Ultimate from the Mirrorverse event felt so much like a Maximillian thing. I can see him calling for backup and being more of a support with a ray gun or something.
