I would like to see a support who…whom? Of who?..a support whometh does very little to ZERO healing or damage.
A support who provides little zaryaesque shield bubbles for team. A short flicker kamehameha type cleanse, and object/wall building to life or block other players.
Defensively Maybe mobile, or can phase, with maybe little teleports or something.

So a hero no one wants to play because they will be an easy kill for the dominant Dive Meta, since the team with this proposed hero must have OP midigation and/or healing to compensate for the inability to get kills effectively making the comp a 5 v 4.5–do you hear yourself?
Brig is bad against Dive? Because it seems to me that’s the closest thing to what OP wants
She literally colapses when dove unless it’s not dive but a solo dive char. Even then, most can run circles around her
Sounds like classic Symmetra
Pretty much the original iterations of Sym, an no one liked that once role queue became a thing. You had a support that gave you a small shield bump and deployed a small barrier that rarely helped. Only good thing was the Shield Gen ult if it could stay on the field awhile.
What you are describing is basically classic Symmetra I cant really see people want to play a character like that unless it was a new slot it would just take away too much hps from your other support

Mmm…not quite launch symmetra, more utilities. And actual barrier bubble, not just blue healthpoints. More getaway than sym. And a strong cleanse to break the kiri ana/cycle.
