Maglev, or Magnetic Levitation I guess.
The roads are super shiny, so I think they are magnetic.
I have zero idea about propulsion though

I would guess it’s due to magnetic fields.
I know of some trains that propel at fast speeds that don’t have direct contact with the tracks due to this.
that tracks are going at middle of train instead of bottom it doesn’t let the train fall
Read on how the mag trains work, they basically make the field longer instead of round, that is what causes propulsion.
But I bet Tracers bike and the other cars are more like Star Trek engines.
Because Anti-gravity is founded?
We have no discovered yet in our world. Levitation through Magnetic field doesnt count.
It’s Blizzard so: pseudo-technical stuff with some magical shenanigans involved.
The “tires” are very clearly vectored field projectors of some kind.
