She’s not a zombie, unless you want to consider her a Voodoo Zombie.

Voodoo Zombies- Brainwashed people that follow the orders of the one who made the into zombies with Zombie Powder.
Widow fits voodoo more so as she was brainwashed and has to follow orders. However this also means she can break free from her captors control.
