How does the flagging system work in the forums?

I just noticed the following in tom powers post:

The Overwatch forums are a place for constructive discussion and debate for almost any Overwatch-related subject. Anyone who would like to participate agrees to respect our Code of Conduct, which asks that users be respectful and courteous of fellow participants. However, over the past few days, we’ve seen an influx of users abusing the forums’ Flag feature. The misuse of this feature has caused several topics, many of which were constructive, to be paused or locked.

How did it cause it? if they were truly constructive why would they be locked?

is it more in the automated side or what?

i was banned for emoji…literally…
people didnt like it… CS unbanned me in 20 minutes…
banning is automatic, unbanning isn’t (tho if CS sees that youre guilty, you will get automated response, you know, not worth their time if you break the rules)
