I was playing today and there was an interaction with moira and reaper where she said that Reaper’s hunger, “may be an unseen side-effect.” Meaning he was already ghost-ified.

Just because of the game physics, he’s still our Reaper in current game, just reskined for the event, but to make the game work, we need him to have his current stuff.
Moira didn’t actually give him his powers till the end of the storyline, where overwatch shuts down and they end up in talon, or at least it seems that way to me. IE, this mission was “8 years ago” and before Moira gave him his powers
But again the game needs to function correctly and Reaper would be kinda useless with just his shotguns, so he still has them because his game mechanics say so.

Moria experimented on him before he dies not after.

Yes she was still a member of Blackwatch at that time.

Yeah, that’s still before he dies but after the timeline of this mission and very close to the downfall of overwatch.
And hes clearly not dead, He, Soldier, and Ana faked their deaths for unknown reasons that still haven’t been explained, and oddly all 3 of them also don’t know each other faked their deaths.
The timeline in the cinematic goes from that scene, to instantly working for talon next scene, which leads me to believe this happened on the end of overwatch’s lifespan.
Based on in-game dialogue between him and Moira, it seems Reyes had already gone through the process that gave him his powers BEFORE Retribution.
Meaning, underneath all that armor, coat, and Owl Mask…Reaper still probably looks human.

My whole theaory with Reaper’s current for is that Moira experimented on him to give him the ability to regenerate his molecules when he wanted - so he could recreate his body by separating and reshifting his molecules - however durin the Switzerland incident, he was actually damaged by the explosion. Still surviving, he managed to escape as a wraith like he can but his molecules themselves could have been somehow scarred because he was solid when he died - thus leaving him really badly damaged enough for Ana to freak.
In saying that, Soldier’s face is just weirdly scarred so it is possibly Reaper could just be the same! We might get a cinematic some time where he takes off his mask, seeing as we’re supposed to be getting more Reaper Lore anyway.
It’s like how the OR-14NS have barriers and halt. The games aren’t even canon.

He has his wraith form because game conventions dictate it. He absolutely doesn’t have his “magic” powers at this point in time.
