How does Blizzard's information pipeline work?

Keep in mind that addressing the biggest concerns on the forums (namely OW2 WHEN, game updates WHEN?) require massive coordination, both in terms of development, publishing, and approvals all the way up the chain.

I know it’s a long shot, but this particular part of a post from a different thread from one of the community managers caught my eye.

I figured that given the subject of thread, addressing it there would be dismissive or disrespectful of the topic and wanted to see if there’s even the longest of shots in getting a response from a community manager by addressing it separately.

But what exactly is the process of disseminating information to the community at Blizzard?

I can understand why you’d need to coordinate any information release with the actual developers and publishers, but how does anyone outside of that come into play and what is the process that leads into new reveals and such?
