Well it is 2076 soooo, it is possible everyone have chips planted with their ID and GPS. Just for safefy sake. Or Athena just hacked google maps and checked every location on earth.
There is slim possibility that she having all info of them keep track of their bank accounts, phone numbers, insurance policies and facebook pages.
Personally I think it is just case of plot convienience rather than anything.

maybe can track some kind of GPS thing of all the agents like a CHIP or something
Talon had Sombra on their side who could find all agents if they had tracking devices. Of course Sombra was not a character back then, but still Talon could easily hire some IT-guy who knows how to use Google. It would be enough to find at least some of agents whose locations are most probably a public or easy-to-find information. E.g. Mercy is probably a famous doctor and Tracer just lives in London without hiding.
Depends. If they had military grade encrypted communicators with GPS and separate network established only for that, Sombra might had tough nut to crack. That would explain assault on Giblartar - access to network to extract agents data.

That’s right, encryption algorithms could be strong to crack.
But still, Talon could find agents even without access to exact locations. That’s what intelligence departments for. I mean, even Zarya managed to track down Sombra (and Zarya is not a spy, just a soldier). And Reyes probably knew origins of many Overwatch agents, so Talon could just send some guys to their hometowns for investigation.
On other hand, these operations would take some time and the attack on Athena could be explained by urgency, the reason for which has not been revealed yet.

It’s most likely this. Whatever device acquired the Recall signal has a GPS attatched. Like a cellphone.
