I seem to be fine tracking with almost any character, except Tracer and Sombra. I can track with Symm/Zarya/Soldier/etc, but these two I really struggle with.
Should I be just trying to follow the player with my crosshair, or should I be moving my crosshair to where I think they are going to move? As in predictive tracking?
This all depends on how big your target is and far away you are.
Sombra and Tracer’s bullets are instant impact with very small travel delay if shooting up close… the further you get the more predictive you have to be because of the increased distance.

These characters both have “hitscan” weapons. Regardless of distance, your shots hit instantly, so you should be firing directly at the opponent.
To actually be effective with either one, given their weapon spread, you need to be quite close to the target. That means the target’s movements will feel more extreme (you’ll have to turn faster to track them), which is likely why it would feel more difficult. Tracer also has the added difficulty of trying to re-aim quickly after each blink, which takes practice.
To some extent, you do need to be predicting your opponent’s movements, because your reaction times aren’t instant, but you don’t need to lead your shots. Do your best to match the opponent’s movement with your reticle, and adjust quickly if they change direction.

Compared to other spread weapons, Tracer has a focused lazer with soft lock.

At what distances are you engaging the enemies? It’s a lot easier to track at 10 m than it is at 5 m. Generally speaking, aim for the neck with Tracer. Sombra’s spread is tighter than Tracer’s, so you can comfortably shoot from an even greater distance.
If you can accurately predict where the enemy will go, tracking will be a lot easier. One-clipping an evasive target is practically impossible, so try to focus on targets who are already distracted.
Both at once. Keep your crosshair centered on the target but be mentally primed to follow their predicted path. You should have no issues hitting jumping targets, as they follow a predictable trajectory.
If you find your crosshair significantly off the target, micro flick to the target. With Tracer, while you track with your guns, you often have to flick to land Pulse Bombs on moving targets. You also have to familiarize yourself with your Blink distance, as you’ll need to reacquire your target with each Blink.

Tip for Sombra: aim for the base of the neck instead of just tracking heads. Her spread is so bad you end up missing too many shots for a reliable elim if you’re not at point blank range.

As a tracer main I find that understanding tracers unique speed I find the first step to geting better aim on tracer is just more experience so just play more and you will get better over time
Sombras spread isn’t actually to bad and neither is her drop off damage

Change your default cross heir to not grow when you shoot and show spread.
Go up to a wall and shoot it at different distances to understand the degree angle of their spread. (It’s very reliable until about 10-15m).
Try to engage enemies at distances that reflect the spread you saw on the wall at different distances depending on their size.
Aim for the neck/upper chest, not the head like widow/cree/soldier, unless really close to maximize spread impact.
Against kiriko aim for her hips.
