How do I read CTRL+Shift+N output?

How do I read the CTRL+SHIFT+N output during a game? Specifically, what is “LOSS IN” vs “LOSS OUT” and what are the expected %'s of each? I’m having what I believe to be lots of packet loss; specifically I’m seeing “LOSS IN” spike up to 40+%.

I ran WinMTR. Although I copied the IP Address from the game I was in, I couldn’t connect to the game. Below is an output from the suggested US West IP (24.105.30.129). Any help I could get with assessing why I am getting rubber banding and lag would be appreciated.

Your connection is definitely having a bad time. There’s a little bit of packet loss at your house (1%), and the ISP lines are showing 7-10% loss. It’s likely something they’re aware of since it’s pretty bad, but it wouldn’t hurt to call or message them via their customer service channels.
