Right now I use an i5-4670 and gtx 980(used and old) so I get around 160 frames on 75% render low settings. I was planning on upgrading to i5-8400 and gtx 1070(slightly used). Would I get 240 frames on 75% render on low settings?
Your GTX 980 is fast enough for 75% on low for 240 FPS. So keep the GPU and get a better CPU and fast RAM with a low CL rating instead.

i5 8400 with 1060 3gb and 8gb 2666 is capable of getting around 250fps on low preset (so textures on high) and 100% render scale.
I have a 1080 and yes and no, my card will drop under 240 mid fight.
when stressed the 1060 3gb will drop below 144 fps.
Maybe it’s on your CPU or RAM.
I get constant 290-300fps on some maps (BlizzardWorld for example).
The worst map is Lijang, and I still rarely have drops below 250.
I have another system with i7700k - gtx1060 6gb - 16 gb 2666 ram.
Never did it in a teamfight gave me a stable fps, i can load any map but your fps in teamfight matter not when there is nothing happening.
I mostly play comp, so big teamfights happen a lot, and I don’t think my frames ever dropped below 200.

as zero said the gpu is fine just get a 7700k and 8/16gb 3000mhz dual channel ram

Overwatch is quite CPU intense. i think the 1070 and i5 8400 would get 240 fps, but it may not be able to stay there. Depends.
I recently found out that my cpu is worse than the current i3-8100 plus it’s used a lot more and it’s paired with 8b of 1600 ddr3 ram and a 40$ mobo. I really thought my graphics card was the issue since it’s so old and on a pc benchmarked it performed a little low on percentage compared to other 980s. I usually dip below 140 during tesmfights to 110-130 and idk if that’s bad on my 144hz monitor.
It’s bad if you think it’s bad. Personally, I find it really noticeable dropping below monitor refresh rate… but if you don’t notice… ain’t a problem.
I’ve actually noticed (and this is my opinion based on my eyesight, not “fact finding on the internet”) that either: display refresh rate cap (which caps on my 144hz monitor at 154hz), OR custom cap 300hz (with spikes down to low 200s) is about the same. But custom cap at 200hz seems to have a little more input lag on my setup, for some strange reason.
Random other thing: setting up blur reduction mode properly is also as important as stable frames.
Oh, and don’t forget to set your NVIDIA settings for the game to optimise for clarity and performance too (in addition to setting everything in OW correctly).
