Maybe the router they provided is faulty, I dont see how the speed could change if you’re using the same connection, unless you went with some garbage plan and they are throttling your connection.
Are you sure you’re playing on the correct region?
If you’re playing in your home region and getting this ping it’s bad, but if you’re from EU and playing NA servers, this ping is normal and fine. I play NA servers from UK and I notice no difference.
I had the opposite switch happened when I went to university. It was pretty sweet. In your case, the fluctuation in it will be a bigger deal than the flat increase. You can get used to a constant 110 or even a constant 150. It won’t be the end of the world, but the fact that it changes doesn’t bode well, especially if it’s over a short interval.
It doesn’t necessarily mean that he has the same connection. He could have swapped to a satellite ISP, for example. An upgrade in that it could increase his download speed by 10-20x, but a downgrade in that he’ll have significantly more ping.

I was just assuming he was using the same connection as before, just with a new router and plan.
Also, I had no idea satellite isp existed, that doesnt sound so great to me, but maybe I am thinking of it wrong.

My internet is standard fibre optic, 13ms ping.
In PC bang they have special 10gbps fibre connection, very fast. Its even better.
You will be fine. I play at 130-230ms ping. I used to get 50-70ms with PSE1. For few months OW is been putting me on ORD1 & LAX1 servers. Has long this does not happen you will be fine.

It is bad but unless it messes up with your controls and moves you around, you should be fine.
It’s bad. Certain heroes like Doomfist are unplayable with that kind of ping
I play at 60ms and have trouble getting consistent behavior, I’m sure it’s more than latency at this point but Blizz staff wont acknowledge anything that isn’t user-fault and nothing locally seems to affects it, I have 2 rigs and a gaming laptop that all share the same issues.
Hits detected on the client don’t trigger damage on the sim, tracer and genji rubber band so bad I literally get pulled through walls and around corners, just yesterday, had a double blink rubber band like I never moved at all, thanks to a flashbang thrown after I blinked. and DF is basically impossible to play for me, I’ve gone straight through the center of roadhogs more times than I can count with no reason for not colliding.
The game has a max tick rate of 60/s, or every 16ms, meaning the best I can hope for is 1/4 of the packet transfers anyone located from a host region.
Oh but “shooter first” you say? Well, what does that actually mean in this context? Blizzard hasn’t been very clear except to throw the term around as a catch all solution we all need to blindly accept.
In reality, a shooter at 15ms will always have the maximum advantage while anyone not capable of playing at the full tickrate is superseded…
So if you wanna be the best you can be, play at 15ms, otherwise, Blizzard is delivering nothing more than a access to a slot machine for kids, don;t expect a fair fight, ever…
