then all the disconnect excuses can be put to rest and those who legitimately get disconnected can actually rejoin the game if they really did get disconnected

You can still do that in ranked if you return within 2 minutes (but you have to go back to main menu to see it)
In QP, you will just be replaced with a backfill so that is not really possible.
it could be a feature , 30sec to rejoin before adding backfill
