She’s by no means bad or even “average” in lower ranks. When people play her, they win. I use her when I need to place support because I don’t play the role and she’s such a simple option. She’s good at walking with players through their weaknesses, and lower rank players have many.
That’s not to say I think she’s a problem in lower ranks and I don’t necessarily want her nerfed. The stronger Brigitte is, the easier it is for me to place for support each season.
She is great in every rank. Her reasons may be different for being so good from low ranks to high ones, but there is no rank she isnt doing above average in terms of winning. Lower ranks are not obligated to pick her like they are in high ranks, but when they do, they win often.
That’s a character designe flaw. Sadly a lot of games have it. Also League (popular example) - or in other games weapons that are hard to handle but really good if you can do it.

I think over time the high skilled players learned to get EVEN MORE our of this hero (like Anas through the map nades) or just ogt better (aim, gamesence, etc.) while “low skilled people” got stuck where they are.
Of course, they buffed and nerfed around, but this is not mainly the reason - at least this is what I think.
The part that always confuses me is that the nerfs always hit the mid tiers the hardest. They don’t target what the high level players are doing to make it rough. Armor was a problem mid tier. Serial Multifreezing was a problem mid tier. Moira heal levels were a problem mid tier…
A nerf can actually buff someone’s stats. In this case, because her teammates now take a bit more damage and no longer have the excess HP to enable longer flank routes, they are more likely to need and/or play around her raw healing. Thus, her average Inspire output stats (and total healing) have most likely gone up a bit since the Repair Pack nerfs.
