There is no way to balance what can’t be balanced. Overwatch has never been balanced EVER. Even now, with how competitively focused they claim to be (slowly regressing to casual since S9) the game still isn’t balanced.
Even in MR, the devs have no intentions of making balance patches a common thing. It’s “enjoy your OP hero, leave us alone”.
Should OW abandon the competitive market and focus on the casual one? I wouldn’t mind Cassidy being able to gun down everyone at 40 meters or Widow’s bullets being able to pierce through walls at full charge. Winston with 2 second leap sounds heavenly. Doomfist one punch returned. Genji’s blade being upgraded from a pool noodle to a demon slayer leveled katana, all of it sounds more fun than what we have now.
Rather just make every hero OP than to try and balance what can’t be balanced.

There is actually no contradiction between being casual and competitive at the same time.
A great example is League of Legends. The individual heroes are very diverse and “broken”. If you only consider the hero kits, there is no balance what so ever.
However, they managed to make the game “competitive” through very clear rules and game formats.
League of Legends E-Sports is among the biggest ever despite the utterly unbalanced hero kits.
The ultimate solution for a hero shooter is to combine both the broken and chaotic nature of the heroes with very defined rule sets for the competitive scene.
Also the competitive scene of each game thrives from the popularity of the game itself.
And in order to make the game popular, you have to make it very casual and easy to grasp for the average joe.
TLDR, there is no one-size-fits-all in this genre.

Adding onto that last part you stated:
you LET THE PLAYERS DECIDE naturally what characters are meant for competitive modes and what characters are meant for the casual modes. Sparking Zero has their respected meta, Smash Bros has their respected meta, and MR is developing their respected meta for competition. All these games are wildly successful and still fun to play. There will be outliers who can use non-meta heroes to climb up the ranks but it’s a rare occurrence from constant trial n’ error + min/maxing.
There are too many moving parts to completely balance the game, not to mention launching new heroes, maps, and modes would disrupt the balance obtained.
In a game where a half second on a cooldown or ability can make or break a hero, it’s obvious that it will never be completely balanced.

It can never be fully balanced, but historically, we’ve had 3 or 4 times where the vast majority of the heroes were in fact, played at similar levels, so much so, almost anything was quite viable and not hard meta.
But those were short-lived times.
if threy based it on the community thigns would be hell of alot better instead of one stinking group of crators that could also be cheating
So many changes are community changes. That’s the issue. A bunch of people who don’t balance for a profession demand changes. That’s the issue. Stop listening to over emotional kids that want change because they want their least favorite heroes to be bad.

Yeah so all content creators saying sombra isn’t that strong was what made that rework occur? No! That was the kids upset about the hero killing supports.
I’ve said it since the beginning, but OW should have never been focused on being a competitive game
I’d rather it be a fun dumb shooter party game that it originally shipped as years ago. Why do you think so many people enjoyed OW classic? Its because every hero was stupid broken, but it didn’t matter since it was fun

when i play support i only kill if i have to the way i see things is my job when support is to try my best to keep the team healed and sombra she is annoyign has hell honestly i blame the creators for sombra still having 4 second hack cookldown and stil lbe able to use virus
