[HC] Havoc, the Enforcer (Damage)

This game still needs a truly villainous Omnic in the roster. Null Sector provides a good organization for said Omnic to come from. Hope you enjoy this design.

Gameplay
Havoc is a Damage hero/villain who can transform between a Robot Mode and a VTOL Mode at any time he wishes, each with its own strengths and weaknesses. He is also more durable than other offense heroes, but has no innate sustain and is a big target, so he isn’t that hard to kill.

His VTOL Mode is able to fly and bombard enemies from the skies, but it makes him an easy target due to a large profile and reduced movement speed. Enemies like Soldier 76, Widowmaker and Zenyatta can make short work of him when he’s airborne if they focus on him, but he can shoot back with impressive firepower. He’s a strong tank killer while airborne, but his somewhat lower accuracy while airborne makes the mode ineffective against faster-moving targets. Also, while in VTOL Mode, Havoc gains a large critbox behind his ‘engine block’, which enemy snipers could easily exploit.

In Robot Mode, Havoc is able to hit enemies with precision at medium-to-long range, but relies a bit on landing headshots to do real damage. He isn’t as easy to hit in this mode, though, and he can use his VTOL Mode to get himself into some good counter-sniping positions.

In either mode he can use his Lockdown Warhead to stop a pesky enemy from attacking him for a limited time, but due to its cooldown it won’t help him nearly as much if he’s ganked. Finally, his Ultimate, Homing Missile, lets him launch missiles at a target enemy to deliver (almost) assured death to the target. This can be used in either mode, but should be used at longer ranges to avoid catching Havoc in the blast.

Abilities

NOTES!
In VTOL Mode, press Jump (default: Spacebar) to increase your altitude (go up) and press crouch (default: LEFT-CTRL) if you want to decrease altitude. Movement controls are otherwise similar to ground mode.

VTOL Mode gives you flight and hovering capabilities, but reduces your movement speed. You also cannot reverse your direction as easily due to inertia.

Robot Mode

Primary Fire (LMB): Precision Rifle
Fires a 3-shot hitscan burst with good accuracy and range, but only modest punch (20 damage per bullet) unless you land headshots (X2.5 multiplier instead of normal X2; headshots deal 50 damage per bullet). Decent rate of fire (i.e. 3 bursts over 2 seconds). 36 shot clip (12 bursts before reloading). Damage falls off after 30 meters.

Secondary Fire (RMB): Scope
Allows you to zoom in for better accuracy with the Precision Rifle at long range. The scope doesn’t magnify as much as Widowmaker or Ana, and isn’t perfectly accurate at ultra-long range.

VTOL Mode

Primary Fire (LMB): 20mm Cannons
Fires a continuous stream of bullets that deal relatively light damage per bullet (i.e. 12-14 damage per bullet), but fire very rapidly. These can slowly burn through even tough tanks if you have enough time at close range, or otherwise saturate an area with bullets at longer ranges. 100 shot clip. Decent accuracy up to long-range, but suffers damage falloff after 20 meters.

Secondary Fire (RMB): Rocket Pods
Havoc launches a volley of eight rockets over 2 seconds, each dealing light damage (i.e. 15-20 splash damage) in a small area, but significantly more damage with direct hits (i.e. +15-20 bonus damage from direct hits). Short cooldown (i.e. 6 seconds). The rockets travel relatively fast, but have noticeable spread at longer ranges, so landing direct hits can be hard unless you get close.

Both Modes

Special Ability SHIFT: Transform
Transforms you between your VTOL and Robot forms. Has a short cooldown between uses, so you can’t switch ultra-rapidly. Transforming takes 1 second, during which time you cannot attack or use abilities, but can still maneuver.

Special Ability E: Lockdown Missile
Fire a skillshot that deals modest damage (i.e. 40) if it hits, slows the target, and prevents the target from attacking for a short time (i.e. 3 seconds). This does not prevent the target from using other abilities, but they cannot shoot or use melee strikes. Does not work if it hits a barrier. Moderate cooldown (i.e. 8 seconds).

Ultimate Ability: Homing Missiles
When available, a cursor shows up when you move your crosshairs over an enemy hero. Pressing Q will cause Havoc to launch four homing missiles at the target (you must have a missile lock to fire). These missiles have excellent turning ability and move very fast, but do not account for terrain and can be evaded, blocked, or intercepted by various abilities. Each missile deals heavy damage in a 5-meter blast radius, dealing extra damage to targets that are struck directly. Enemies will know when missiles are locked onto them. The explosions will harm Havoc if he is too close to the blast.

Heroes Matchups

Doomfist - Havoc’s flight will give Doomfist a hard time, as he’ll generally be too far away for his shotgun blasts to have much effect and will be out of reach for most of Doomfist’s abilities. As long as Havoc doesn’t fly too close to him, he should come out ahead. Doomfist can avoid Homing Missile with Meteor Strike, though.

Genji - A good Genji will have little trouble hitting you with his shurikens, and can deflect all of your attacks, even your missiles. Even while you are airborne, you may have to worry about his Dragonblade if he uses his dash to charge up at you. He’s hard to hit, so you will need to punish any mistakes he makes.

McCree - His Peacemaker will be a serious problem for you since it’s a hitscan weapon, and deals solid damage out to long range. Up close, he can use his Flashbang+FTH and a melee strike (or two) to instantly kill you, so watch out for that. If you’re airborne when he activates Deadeye, your only hope is to kill him before he finishes winding up, as Lockdown Missile won’t work against Deadeye.

Pharah - Dogfighting with Pharah should be in your favor, as your 20mm Cannons can cut her to shreds and Lockdown Missile can keep her from retaliating, but be sure to avoid rockets as she only needs 3 direct hits to blow you apart. Your Precision Rifle can also gun her down pretty easily thanks to its hitscan and accuracy. If you get a missile lock on her, she’s pretty screwed if she can’t find cover fast or doesn’t time her Jump Jet just right.

Reaper - Stay airborne and Reaper will never be able to touch you, as his shotguns don’t have enough reach to deal any serious damage. You shouldn’t have any problems with him unless you’re in Robot Mode, which you shouldn’t use to fight him. He can dodge your Homing Missiles with Wraith Form, so don’t use it if you think he has it up.

Soldier 76 - His Pulse Rifle will cut you to shreds when you’re airborne, especially when he uses Tactical Visor. Your Precision Rifle is better against him in most situations, but he isn’t fast enough to reliably dodge Homing Missiles. If he activates Tactical Visor, try to hit him with Lockdown Missile to stop his onslaught.

Sombra - Sombra can knock you out of your VTOL Mode if she hacks you, making her very annoying, but if you stay out of her reach she can’t hack you or hurt you much. You can straight-up outpower her, but don’t expect to hit her with Homing Missiles; she’ll either Translocate or use her invisibility to break the missile lock.

Tracer - Hitting her in your VTOL Mode will be a chore due to her speed, which also makes your missiles useless against her, but she won’t easily hurt you if you’re at a distance due to your armor. You’re better off fighting her in Robot Mode, but be careful of Pulse Bombs. You can oneshot her if you land a full Precision Rifle burst to the head (all 3 shots), though that’s easier said than done.

Bastion - Lockdown Missile easily hits him, leaving him useless in Sentry Mode if he gets hit. If you don’t have it available, or he’s behind a Reinhardt, you’ll need to bombard him at long range with Rocket Pods. Homing Missiles should easily hit him and turn him into a scrap pile. Just don’t linger too close for too long if you can’t hit Lockdown Missile; his chaingun can wreck you.

Hanzo - Hanzo’s Storm Arrows can quickly pluck you from the sky, so watch out for him. You can easily avoid Dragonstrike by going airborne, but be careful exposing yourself if you have to. Rockets can throw off his aim, and Lockdown Missile will disable all his attacks. Homing Missiles will generally be able to hit him unless he does an air-dodge perfectly.

Junkrat - Junkrat’s an easy opponent if you don’t hold still in the air, as his weapons are bad against fliers. Your Precision Rifle will let you snipe him at longer ranges than he’s used to. Rocket Pods can be used to clear out his traps and mines even in awkward spots.

Mei - You can easily stay out of her Cryo-Beam’s range, but her Icicles could still put quite a dent in you. She can block your missiles with Cryofreeze or Ice Wall, but you are pretty safe from her Blizzard. Time your rockets for when she comes out of Cryofreeze to easily kill her.

Symmetra - Just stay out of range of her Photon Beam and she’s pretty helpless against you. Her alt-fire is the only thing you need to avoid, which is fairly easy to do. You can pelt her sentries and teleporters with ease, but be mindful of her teleporters if you want to use Homing Missiles. Lastly, despite your impressive firepower, even Havoc cannot break through her new Photon Barrier without help.

Torbjorn - If you are near Torbjorn’s turret, it’ll shred you if you don’t get to cover or pull out of range. On that note, your rockets can annihilate his turrets with ease at long range, as the turret won’t dodge. Lockdown Missile can also stop the turret from firing for a short time; this is great when Torbjorn uses Molten Core.

Widowmaker - Widowmaker is a huge threat to you, as her headshots can (almost) instantly kill you and can be landed easily when you are in VTOL Mode. She’s also not easy to hit with rockets thanks to her Grappling Hook. Fly erratically to avoid giving Widowmaker an easy shot at your engine block, or get a teammate to jump up and distract her. You could also use your Precision Rifle to try and trade with her, but she can out-snipe you in most situations. Hitting her with Lockdown Missile can help, but she’ll probably snipe you first.

D.Va - D.Va’s heavy armor can be pierced with your 20mm Cannons and rockets, and she can’t stay in the air as long as you can. You easily outrange her, but she could shoot down your missiles with Defense Matrix. Head for the ground if she uses Self-Destruct near you and find cover quickly. Precision Rifle can devastate her mech if you hit her cockpit weakspot. Her new Micro Missiles aren’t a serious threat given their weak damage, but don’t ignore them.

Orisa - Orisa’s pretty annoying with her Mass Driver, able to hit you easily and knock you out of the sky, but she lacks the durability to survive your onslaught if you focus on her. Lockdown Missile can negate her Mass Driver, and your rockets can be used to counter her Supercharger.

Reinhardt - Reinhardt will be at your mercy most of the time when you take to the air, letting you bombard him with 20mm Cannon shots and rockets. Firestrike is easily dodged, and beyond that he has no means of reaching you unless you’re positioned badly. You should have no problem taking Reinhardt apart piece by piece. He can prove annoying if he blocks your missiles, however; you should whittle his shields down first with your other attacks before firing.

Roadhog - Unlike other tanks, Roadhog is a big threat to you. He can easily land his hook on you, pulling you in for a quick kill from his Scrap Gun. He’s also tanky enough to take most of your airborne attacks and then use Take a Breather to heal himself, though he won’t survive your missiles if all four land a direct hit. Whole Hog isn’t as threatening to you unless he first pulls you in.

Winston - Winston can’t do nearly enough damage to you in the limited time he can reach you if he jumps up, but he’s harder to hit than other tanks thanks to his mobility. It’s easy to avoid his Primal Rage, but his Barriers can be quite annoying. Avoid a close-up fight and you’ll be fine.

Wrecking Ball - He can sorta hurt you with his cannons, but you can tear him apart with your own and your rockets. His swinging might make him a bit more of a chore to hit, but as long as you position well he shouldn’t be able to swing into you. You have little to fear from his Minefield, as you can just fly over it.

Zarya - Zarya won’t be able to hit Havoc if he keeps his distance, but her barriers can block his missiles not just on her but her allies as well. Your rockets can also be blocked by her barriers, giving her a huge amount of energy. Your Precision Rifle is a better choice against her than your heavier weapons. She can block Lockdown Missile with her barriers, or even remove the effect with it, so you need to wait until she’s on cooldowns first.

Ana - Due to her nerfs, Ana is not nearly as dangerous to Havoc as a Widowmaker, but try to avoid her Sleep Darts. You can take 4 shots from her Biotic Rifle without dying, so she’s not a damage threat even with a hitscan weapon. Lock onto her and fire missiles to force her to run, or maybe even kill her if she’s too target-fixated. She can make any of your counters way nastier, so keep that in mind. Bombard her with rockets if you can.

Brigitte - Much like Reinhardt, Brigitte can’t do much against you while you’re airborne except get pummeled by your 20mm Cannon and Rocket Pods. She can survive your Homing Missiles with her shield, but that’s if you don’t break it first. She’s large for a support hero, making her an easy target.

Lucio - His Sound Blaster doesn’t do nearly enough damage to match yours, but he’s too fast for missiles. Precision Rifle can hit him more easily, but don’t expect to land easy headshots. Your Homing Missiles and Rocket Pods can be countered by Sound Barrier if he has good timing.

Mercy - When she’s floating around or using Valkyrie, Mercy is an easy missile-lock target. Otherwise you should prioritize using your Precision Rifle against her rather than your VTOL weapons, as she’ll be a bit hard to hit with those.

Moira - Moira’s orbs can be annoying, but you can generally steer clear of them. If she tries to siphon life from you, turn on her and punish her with rockets. Don’t use Homing Missiles unless you know her Fade is on cooldown. Coalescence shouldn’t kill you too quickly, but Lockdown Missile will not interrupt it.

Zenyatta - Among the supports, Zenyatta’s your biggest problem. Orb of Dischord can send you crashing in flames in seconds, and he won’t have too hard a time hitting you with Orb of Destruction. He can also use Transcendence to block damage from your missiles and rockets.

Appearance
Robot form bears some similarities to Vortex from Transformers: Fall of Cybertron. VTOL mode should take some inspiration from the Terran Banshee.

Backstory
Built as a war machine, Havoc is a heavy-hitting enforcer of the Omnic radical group Null Sector. Seeing himself and the Omnic race as superior to humans, and detesting the idea of humans and Omnics coexisting peacefully, he relishes any opportunity to take to the skies and rain death down upon humanity.

Havoc’s design appears to be one-of-a-kind, heavily modified by Null Sector to be a powerful air-to-ground combat unit capable of destroying even heavyweight mechs like the Russian Svyatogor. Further production of his model was cancelled by Null Sector due to a lack of Omnic core processors that could handle the modifications. Many other Omnics who attempted the modifications either could not operate them efficiently or suffered from numerous glitches or accidents. Havoc, however, adapted perfectly to the modifications.

Havoc first gained notoriety at the end of Null Sector’s assault on King’s Row. Overwatch had launched a strike team into the city and rescued a key group of hostages from Null Sector’s clutches. Suffering heavy losses and forced into full retreat, Null Sector ordered Havoc to “send a message to Overwatch”.

Havoc rose from a covered position on the rooftops of King’s Row in his VTOL mode to see that most of the hostages had been loaded onto an APC by Overwatch and a squad of British Commandos. Havoc’s missiles tore through the air seconds later, annihilating the APC and killing everyone in it. He then turned his attention to the remaining hostages, the Commandos, and Overwatch’s agents: Tracer, Reinhardt, Torbjorn, and Mercy. Bombarding them from the air, Havoc slaughtered the Commandos, who gave their lives to save the remaining hostages. Reinhardt was also wounded in the fight, but Havoc was forced to retreat after taking severe damage from Tracer.

But the damage was done. Most of the hostages were dead, and Overwatch was held accountable for their deaths. Havoc had left his calling card.

Null Sector’s campaign went sour afterwards, with mounting losses and a lack of public support forcing them underground. Havoc has been seen in several Null Sector operations since the Battle of King’s Row, now one of Null Sector’s top killing machines.

He’s largely based off Vortex in Transformers: Fall of Cybertron. Vortex’s level in that game is my favorite by far. It’s so much fun flying around, strafing Autobots.
