It’s extremely easy to dodge, which is why the best time to use it is when the enemy doesn’t have a lot of mobility. Chokepoints are perfect for using it if you can.
Better yet, try to flank, if at all possible and use your ult in a direction they’re not expecting. If players hear the Hanzo ult voice line and they’re expecting the ult to come from where your team is, but the ult actually hits them from behind or the side, that can really mess them up.
Worse case scenario, if you advise your allies that you’re going to use the ult and you force the enemy team to scatter, you can exploit the fact that you forced them out of position and punish a few people, at least potentially, depends on the team.

Lol no, I’m a gm Hanzo player and the ult is fine. You gotta think of hanzos ultimate as a 3rd longer cooldown ability instead of an ultimate. Even getting one kill behind walls with dragons can make a massive difference. You need to learn the right locations to get good picks, thats something that comes with experience.

Throw it out on your team when their genji is ulting.
na you gotta wallbang 5head dragons
Or wolves. Don’t forget the wolves.

It would be nice if the dragons moved just a bit faster to actually be a semi-threat, but also Hanzo needs zero buffs so.
Hanzo’s ult has always been terrible most of the time?
He screams his voice line and 2 big slow dragons fly in a straight line forward. It’s a zoning tool mostly, and can get kills on enemies if they’re trapped or caught off guard.
GOOD
thats at least is to balance his logs 1 shotting people by just shooting randomly
Only thing I’d like to see for his ult is have the dragon start from where you stand and not ahead of you, there’s a deadzone and sometimes if you use it somewhat close to targets they won’t even get hit.
I find it better used as a damage dealing, vision obstructing, 0 collision Mei wall lol. You can actually split up a team if you use it at the right angles so your team can demolish whichever poor souls got stuck on your side of the dragon wall.
Have you played Doomfist in OW2? His ultimate is pretty good, it does reduce his cooldown, slow down enemies that are affected by the ult, and empower his fist.
It’s a really scary ult when you’re a squishy.
His ult might be bad… But at least he gets those juicy no look headshots or just randomly shooting headshots or just overall headshots from nowhere
